New guidance to support volunteer programmes

This guidance focuses on agencies responsibilities when they involve volunteers. It includes increasing diversity of volunteers and providing an effective volunteer recruitment and management framework. It does not seek to replace established volunteering policies. If a less formalised volunteer programme exists or agencies are planning new policy, initiatives or programmes, it can help with commissioning, managing and supporting services that involve volunteers.

Publicising convictions

Publicising convictions handed out in courts makes the CJS more transparent and accountable to the public. The documents below set out the legal framework within which individual sentencing outcomes can be publicised, evidence to support this approach, and research on public attitudes to sentencing information.

Decision-making checklist and recording proforma
Before completing this form for the first time, save a copy on your computer. When completing each subsequent time, use the

Youth Crime Action Plan

The Youth Crime Action Plan details how practitioners from CJS agencies and partner organisations can work together to intervene before young people enter the CJS, and all the way through to rehabilitation. The plan emphasises the fundamental importance of providing services, for young people and their families, which have a consistent approach to assessment, early identification and targeted support.

The Key Facts and Figures booklet provides an overview of trends in criminal justice organised by topic. It includes useful tables and graphs for CJS staff who would like to learn more about the Criminal Justice System.

OBTJ conversion rate guidance

Building on the ever improving understanding of the relationship between sanction detections and offences being brought to justice (the OBTJ conversion rate), this updated guidance provides more detailed explanation of factors affecting the conversion rate, to support areas in understanding their conversion rate and in identifying opportunities for improvement.

Redefining screening report

On what basis should early decisions on deployment and further investigation of reported crimes be made? This report, commissioned jointly by ACPO and the Office for Criminal Justice Reform, seeks to answer this question. It defines best practice based on a review of areas where data on sanction detection and citizen focus was good. The report will be useful to criminal justice partners aiming to improve victim satisfaction and offences brought to justice.

Guidance on LCJB-CDRP joint working

Experience has shown that where Local Criminal Justice Boards (LCJBs) and Crime and Disorder Reduction Partnerships (CDRPs) work closely together, they can help each other to achieve their targets, and deliver better outcomes for communities and individuals. This guidance, based on extensive discussion with practitioners, contains ideas for better joint working in three areas of common concern – tackling prolific and other priority offenders, engaging communities and reducing domestic violence.

Review of TIC practices across criminal justice areas

The TIC Review carried out in February of 2005 examines existing TIC practices and procedures in 11 criminal justice areas. By meeting with agencies and practitioners, the review aims to identify what further opportunities there are to maximise the ethical use of TICs in order to bring more offences to justice.

PPO Premium Service Survey specification

The Prolific and Other Priority Offender national specification for the premium service was developed at the request of the National Criminal Justice Board to ensure a more consistent and comprehensive approach by the criminal justice agencies to dealing with PPOs. The specification represents a challenging but achievable set of standards for LCJBs to implement by March 2006 at the latest.

Interagency good practice guide

The 'Inter-Agency Good Practice Guide' is a living document designed to support LCJBs to be more effective at identifying, implementing and sustaining process improvements. It provides a toolkit for LCJBs to begin discussing the characteristics and application of inter-agency change. By adopting the approaches set out in the Guide, LCJBs can, with the continuing support of OCJR, improve the efficiency and effectiveness of the 'end-to-end' CJS process.

Defendant Attendance

Getting Defendants To Court (GDC) guidance
A series of guidance aimed at supporting LCJBs and CJS agencies in their work to improve defendant attendance at court. The series includes standards and counting rules for current targets on Failure To Appear (FTA) warrant enforcement.

ACPO guidelines for out of area warrants

This document sets out the actions which should be taken by the force in relation to both imported and exported warrants.

The Warrant Priority Matrix

The ACPO/OCJR Warrant Priority Matrix contains details of how warrants, including Failure to Appear (FTA) warrants, should be graded. They are categorised A, B of C in line with the National Intelligence Model.
